ஆதலால் இப்போதும் ராஜாவே, மேதியர்களுக்கும் பெர்சியர்களுக்கும் இருக்கிற மாறாத பிரமாணத்தின்படியே அந்த உத்திரவு மாற்றப்படாதபடி நீர் அதைக் கட்டளையிட்டு, அதற்குக் கையெழுத்து இடவேண்டும் என்றார்கள்.
